Disclosed in the present invention are a pipe clamp assembly and a heat exchanger having same. The pipe clamp assembly comprises a first pipe clamp and a second pipe clamp. The first pipe clamp comprises a first mounting surface located on a first side of the first pipe clamp and a second mounting surface located on a second side of the first pipe clamp opposite the first side, and the second pipe clamp comprises a mounting surface facing the first pipe clamp, wherein the mounting surface of the second pipe clamp and the second mounting surface of the first pipe clamp are used for clamping a pipe between the mounting surface of the second pipe clamp and the second mounting surface of the first pipe clamp. By means of the pipe clamp assembly and the heat exchanger, the risk of scrapping caused due to spot welding breakdown of an inlet pipe and an outlet pipe and the risk of later failure caused due to spot welding damage of the inlet pipe and the outlet pipe are avoided, such that the pipe clamp assembly and the heat exchanger are easy to mount and easy to implement.
