The retrieval management of an article is efficiently performed. An article movement management unit (1d) detects that an article (2) is in motion from a departure point (P1) to a destination point (P2), and stores inventory information set by associating movement information indicating that the article (2) is in motion with the article in an inventory information storage unit (1b). A retrieval plan generating unit (1e) selects the article (2) in motion as an object to be retrieved from the destination point (P2) to a retrieval destination point (P3), generates a retrieval plan, and stores the retrieval plan in a retrieval plan storage unit (1c) on the basis of the inventory information stored in the inventory information storage unit (1b), and a delivery command which is stored in a delivery command storage unit (1a) so as to indicate that the article (2) ought to be delivered to the retrieval destination point (P3). A retrieval instruction unit (1f) outputs the retrieval instruction from the destination point (P2) to retrieval destination point (P3) of the article (2) on the basis of the retrieval plan stored in the retrieval plan storage unit (1c) when the article movement management unit (1d) has detected the arrival of the article (2) at the destination point (P2).
