Disclosed are a wire-feeding device and a welding apparatus. A wire guide mechanism (100) of the wire-feeding device comprises a guide pipe (110), a fixing portion (120) and a clamping portion, wherein the guide pipe (110) is provided with a welding wire guide hole; the fixing portion (120) is an elastic structural member, the fixing portion (120) is provided with a fixing hole (121), the fixing hole (121) penetrates through the fixing portion (120), and the fixing portion (120) is arranged on the guide pipe (110) in a penetrating manner through the fixing hole (121); the clamping portion movably matches the fixing portion (120) so as to press the fixing portion (120) to enable the hole wall of the fixing hole (121) to be attached to the guide pipe (110) and enable the fixing portion (120) to be relatively fixed to the guide pipe (110). A wire-replacing mechanism (300) comprises a base (310), a movable block (320) and a fixing member (330), wherein the clamping portion or the fixing portion (120) is fixed to the movable block (320); the movable block (320) is movably connected to the base (310) in the axial direction of the fixing hole (121); and the movable block (320) is relatively fixed to the base (310) by means of cooperation of the fixing member (330) and the base (310).
