An information provider releases the contents and applications to the end user by installing pavilions on the community. An authorizing and issuing organization with common sense examines and judges contents provided for application according to fixed policy and standard and allows authorized contents to be accessed. The authorizing and issuing organization limits active access by the end user to information source to maintain service quality and grade.
