Abstract:
To improve coding efficiency by reducing an input image, and to allow for high picture quality superresolution restoration of high frequency components, lost on the decoding side by reduction process and coding process, on the coding side.SOLUTION: An encoder 1 includes a reduced image generating section 10 for generating a reduced image by performing frequency resolution processing for an input image, a compression section 20 for generating quantization coefficients by performing quantization processing for the reduced image, an expansion section 30 for restoring the reduced image by performing expansion processing for the quantization coefficients, and outputting as a restored reduced image, a use band determination section 40 for generating high frequency component images by performing frequency resolution processing for the restored reduced image, and determining a frequency band having a power value of a first threshold level P or more, out of the high frequency component images, as a use band, and a coding section 50 for generating a bit stream by encoding use band information indicating the quantization coefficients and the use band.SELECTED DRAWING: Figure 1
