A movement trajectory generator (1) to generate a movement trajectory of a vehicle, wherein the generator is provided with a travel environment recognition means (10, 11, 12) to recognize a travel environment; a movement strategy generation means (22) to generate a movement strategy relating to the position in a road area corresponding to the travel environment recognized by the travel environment recognition means; a presentation means (12, 23, 27) to present setting information of the movement strategy to a passenger; a setting means (12, 28) to receive an operation of the passenger for setting a movement strategy on the basis of the setting information of the movement strategy presented by the presentation means; and a movement trajectory generation means (29) to generate a movement trajectory on the basis of the movement strategy set by the setting means.
