The heat exchanger for dehumidification has a first heat transfer tube and a first fin. The first fin 11a is made of aluminum or aluminum alloy, and mounted on the first heat transfer tube. The heat exchanger for dehumidification functions as an evaporator in a reheating dehumidifying operation. The heat exchanger for reheating has a second heat transfer tube and a second fin. The second fin 11a is made of aluminum or aluminum alloy, and mounted on the second heat transfer tube. The heat exchanger for reheating is mounted near the heat exchanger for dehumidification, and functions as a condenser in the reheating dehumidifying operation. The hydrophobic film covers the first fin and the second fin. The hydrophilic film is formed on the hydrophobic film.
