In this case, this apparatus comprises a straw tube supply part 21 for continuously supplying the straw tube 1A, a straw tube conveying part 4 wherein a plurality of straw tubes 1A are continuously conveyed in a state in which the straw tube 1A is positioned in a direction crossing almost at right angles a conveying direction, and a diameter expansion working part 5 wherein an almost cone shape mold 3 to be made in a heated state is inserted into the straw tube 1A to expand the diameter.
