To manufacture high-quality and refined surface-treated particulates and a processed product by removing an unnecessary portion on the surface such as an unetched portion, an oxide layer and a deposit without affecting, decomposing and removing a useful material, by means of efficiently grinding the surface layer of raw material particulates with a simple apparatus and operation without exposing them to excessive temperature and pressure.

The raw material particulates 7 are supplied to a cylindrical holder 3 equipped with a number of holding parts 8 to hold the particulates 7 moving along the inner circumference. Rotating a grinding member 4 having many flexible grinding rods 6 radiated from a rotating shaft extending along the axis of the cylindrical holder 3 while holding the raw material particulates 7 on the holding parts 8 of the holder 3, causes the grinding rods 6 to rotate with their tips in contact with the surface of the particulates 7. The particulates 7 are thus surface-treated to manufacture the surface-treated particulates.
