A sterilizing and filling apparatus 10 is constituted such that an opening part and a cap 22 removably attached to the opening part, and a space for filling contents in the development is formed, and after the cap 22 of an accommodating body 24 constituting a continuous bag body 14 and the neighborhood thereof are sterilized, the continuous bag body 14 is cut off by a cutter 72 under the sterilized condition to separate the accommodating body 24, the cap 22 is removed by a decapper 66 to plug the contents in the accommodating body 24 through a supply pipe 60, a storing part 62, a filling hose 64 and a support member 66, and next the cap 22 is mounted to the accommodating body 24 by the decapper. The cap 223 of the accommodating body 24 and the proximity thereof are sterilized by a plasma generators 12A-12C.
