An electromagnetic wave heating part 3 has upper and lower electrode plates 32, 36 applying high frequency voltage to the laminate raw material C on a carried-into laminate placing plate 54, a silicone rubber plate interposed between the upper and lower electrode plates 32, 36, a laminate surrounding member 33 supporting the peripheral edge part of the silicone rubber plate, a first cylinder apparatus 321 raising and lowering the upper upper electrode plate 32, a second cylinder apparatus 331 raising and lowering the laminate surrounding member 33 and a third cylinder apparatus 341 raising and lowering a truck 5. The laminate raw material C placed on the laminate placing plate 54 comes into contact with the upper and lower electrode plates 32, 36 through the silicone rubber plate 32 and the laminate placing plate 54 in such a state that the truck 5 is positioned between the upper and lower electrode plates and a hermetically closed space is formed around the laminate raw material C by the silicone rubber plate and a pressure regulating means 38 reducing the pressure in the hermetically closed space is provided.
