PURPOSE: To attain redialing operation instruction without congestion on a transmission line by storing information of the control channel and the idle state of talking channel of an adjacent ratio base station and issuing the radial operation instruction to the control channel of a radio base station possible for call connection when no idle talking channel is available.

CONSTITUTION: Upon the receipt of a call signal, a main processor 21 checks whether or not its own station has an idle talking channel depending on the storage content of a RAM 22, checks whether or not an idle talking channel is available in a radio base station 2b or 2c based on the storage content of the RAM 22 when not available, reads the information of a control channel of the radio base station in which an idle talking channel is available, sends a redial instruction signal including read information through a control channel of its own station to instruct redialing to a terminal equipment 1. The terminal equipment 1 instructed of radiating from the radio base station 2a sends the call signal again by using the control channel of the radio base station having an idle talking channel based on the information of the control channel included in the received redial operation command signal.
