Stationary blade rings 2, 3 connecting end parts of stationary blades in a circumference direction are normally assembled in a wheel chamber with an upper and a lower part separated at 180 degrees. In this invention, the stationary blade rings 2, 3 are passed along a guide from a parting surface of the wheel chamber without fixing by caulking or the like in this assembly, which is so called floating structure to keep the same movable in a circumference direction. And the stationary blade rings 2, 3 can be moved in a circumference direction during operation. What moves a screw mechanism such as a rack and pinion mechanism by a motor 10 or an engine attached inside or outside of the wheel chamber is used as a concrete mechanism rotating the stationary blade ring 2. In these mechanism, the stationary blade ring 2 can be provided at one section or at a plurality of sections on a circumference.
