PURPOSE: To make the device compact by holding an ascending/descending member in the prescribed balance in the whole range of its ascent and descent, so that it can ascent and descent by small force such as human power, etc., and moreover, so that the balance control can be executed easily in accordance with a variation of a load.
CONSTITUTION: An ascending/descending member 3 is supported by a parallel link mechanism 4. In the parallel link mechanism 4, operating members 5a, 5b are provided so as to be turnable forward and backward. In the operating member 5a, a balance control device 8 which can control a position is provided. In the rear part of the ascending/descending member 3, a compression coil spring inside provided tube 6 in which a compression coil spring is contained is racked horizontally. The balance control device 8 and rear end of the compression coil spring are connected with a wire 7.
