A spacer 2 acting as a paste holding frame is formed with resin in the periphery of a glass substrate 21 on the back side, photosensitive paste 3 acting as a barrier rib material is applied so as to become the same height as the spacer 2. The spacer 2 regulates the thickness of the photosensitive paste 3, and keeps the distance between a photomask 4 and the photosensitive paste 3 constant. The photomask 4 is placed on the photosensitive paste 3 which keeps a paste state without drying, ultraviolet rays 5 are irradiated to exposure the photosensitive paste 3, and a resin layer is formed on the surface of the photosensitive paste 3. The photosensitive paste 3 is dried without development to form partition-shaped projections 6. The spacer 2 is removed, and the paste 3 is baked to form partitions 29.
