Abstract:

To provide a technology of preventing call loss of a terminal and reducing power consumed by a base station.

The present invention has a measuring unit measuring communication information indicating a communication status or a communication quality between a base station and a terminal connected to the base station, and a determining unit determining a reduction size of a coverage of the base station based on the communication information measured when a value of load information indicating a load of the base station is equal to or less than a threshold.
