To stabilize a cooling effect of a ground surface in a block pavement using blocks with vent holes which are arranged on the upper surface of a road with joint sand interposed therebetween.

The block 100 with a vent hole includes a water storage box 2 having a water storage for storing water, a block member 3 which is disposed so as to cover all or a part of the upper surface of the water storage box 2 and formed integrally with the water storage box in a flat plate shape, and all or a part of which has a water retaining or guiding property, one or more vent holes 4 extending through the water storage box 2 or the block member 3 starting at the upper surface thereof to at least the top end of the water storage part in the water storage box, and a water guiding member 5 having a water guiding property for moving water between the water storage 2 (a) in the water storage box 2 and the outside at a side of the block member 3.
