This device is furnished with a coil supply device 9 to supply a steel wire rod coil to a centering device 12, the coil centering device 12 with a rotating device, a carrier device 20 to carry the steel wire rod coil to on a coil insertion device 15 from the centering device 12 by lifting and positioning the steel wire rod coil, the coil insertion device 15, a bobbin supply device 28 to supply an empty bobbin with a cover to the coil insertion device 15, a carrier delivery 33 of the bobbin into which the steel wire rod coil is inserted, a transfer and placing device 37 to transfer and place the empty bobbin from the bobbin supply device 28 on the coil insertion device 15 and transfer and place the bobbin into which the coil from the coil insertion device 15 is inserted to the bobbin delivery device 33, and a cover fork device 44 to connect and to disconnect the bobbin cover.
