To greatly reduce the volume even when an article is less in fluidity and bulky, and to flatten ridge-shaped part of an upper part of the article by applying the vibration approximately in the perpendicular direction, and simultaneously applying the turning motion the direction of which in the horizontal direction is constant to swing the article.

A turning plate 1 is fitted to ≥3 sets of turning arms 8 of the same shape through bearings 9, 10, and an oscillating plate 3 is fitted to the turning plate 1 through an elastic body 2 fitted in the direction where the elastic body is orthogonal to a rotary shaft of an oscillation motor 4 and the spring constant is large in the horizontal direction, and the elastic body is orthogonal to the rotary shaft and the spring constant is small in the perpendicular direction. The oscillation motor 4 is fitted to the lower side of the oscillating plate 3 so that the rotary shaft is horizontal, and a box receiving base 5 and slip stoppers 6, 7 are mounted on the upper side. A shaft projected below a main frame 11 from one of the turning arms 8 is connected to a gear motor through a V-belt, and the turning plate 1 is turned in the same direction.
