PROBLEM TO BE SOLVED: To provide a means that attains a speech while keeping a transmission efficiency and transmission quality by using a voice speech processing means for an existing computer network, with respect to the technology of a phone call receiving method or the like from the computer network to a telephone set. SOLUTION: When a caller starts a voice speech processing means 11 of a computer 1, a computer center 3 uses an agent-processing means 33 to receive a data stream sent from the voice speech processing means 11. The agent- processing means 33 starts a voice speech processing means 31 which enables communication with the voice speech processing means 11 to transfer the data stream from the voice speech processing means 11 to the voice speech processing means 31. A network control means 34 makes a call to a terminal equipment with a telephone number stored in a telephone number storage section 35. Thus, the speech between the computer 1 and a telephone terminal 5 is attained.
