A capacitor positive electrode 2 includes a base member 4 for the positive electrode which is formed of at least one of valve action metal and its alloy and a porous layer 6 provided on the base member 4 for the positive electrode. The porous layer 6 is formed of a second particle 18 formed by connecting a large number of metal particles formed of at least one of the valve action metal and its alloy. Fine irregularity is formed on the surface of the base member 4 for the positive electrode. Specifically, a plurality of grooves 20 are provided side by side on the surface of the base member 4 for the positive electrode. A gap exists between the porous layer 6 and the base member 4 for the positive electrode in the groove 20. The gap is filled with a conductive polymer layer 14 described later.
