PURPOSE: To increase the reliability of a magnetic card and to prevent the magnetic card from being used illegally by detecting whether or not perforation is performed correctly at a position corresponding to the new remaining amount of money after charge payment processing and driving an alarm device when misperforation is detected.

CONSTITUTION: A CPU 1 controls a perforation detecting device 21 to whether or not there is a hole 19 formed in the magnetic card 23 or its position by a perforation detection sensor 23 and decide whether or not a hole 19 is formed correctly at the specific position corresponding to the remaining amount of memory recorded on the magnetic track 18 according to information sent from a perforation detecting circuit 24. If misperforation by a perforator 8 is detected by the decision making, an alarm signal is sent to the alarm generating circuit 26 of the alarm device 22 to make an alarm buzzer 25 sound alarming and the discharge of the magnetic card 12 is stopped.
