A finger part 2 receives the receiving timing of a valid path from a path search part 1, and outputs a DPCCH(102) and DPDCH(103) from a received base band signal, and outputs a reception SIR(104). A DPCCH separating part 4 extracts a PILOT part(105) and TFCI part(107) from the DPCCH data(102), and a PILOT error bit detecting part 7 outputs the number of PILOT error bits (106). A TFCI decoding part 5 decodes TFCI, and a TFCI decoding part 9 re-encodes a TFCI decoded result (108), and a TFCI error bit detecting part 10 calculates and outputs the number of TFCI error bits (110). A radio synchronization deciding part 8 decides a radio synchronizing state by using reception SIR(104), the number of PILOT error bits (106), and the number of TFCI error bits (110).
