To provide a charging device capable of optionally determining a shouldering rate of communication compensation for every communication without limiting a shouldering party of communication compensation to a caller or a called party.
The charging device is provided with; a start signal reception means (S101) for receiving a start signal instructing communication start in an optional charging mode from a plurality of communication terminal; a start signal discrimination means (S103) for discriminating the reception of the start signal from all of a plurality of the communication terminals; a share ratio determination means (S113); for optionally determining a share ratio to share the communication compensation among a plurality of the communication terminals to a plurality of the communication terminals and to impose the charging onto them on the basis of the discrimination result by the start signal discrimination means; and a communication compensation charging means (S114) for sharing the communication compensation among a plurality of the communication terminals to a plurality of the communication terminals and imposing the charging to a plurality of the communication terminals on the basis of the share rate determined by the share ratio determination means.
