To obtain an acid epoxy silane-based clear coating material composition for applying to the surface of a base coating film coated to a coated matter, capable of forming a coating film improved in water repellency, oil repellency, and the like, without reducing stability in acid.

This clear coating material composition comprises (a) an acrylic resin containing hydroxyl groups and epoxy groups, (b) a high acid value polyester resin having 120-200 acid value and 500-4000 number average molecular weight, (c) an alkoxysilyl group-containing acrylic resin and (d) an acrylic resin having alkoxysilyl groups and dimethylpolysiloxane side chains. The clear coating material composition presents a coating film having 100-120°C glass transition temperature (Tg) after curing and is used for coating a base coating film coated to a material to be coated.
