To provide a coded data generating apparatus capable of accurately detecting the presence of an error at decoding of coded data by detecting a syntax and semantic error of the coded data.
An error detection section 100 checks a flag for denoting the presence of errors included in the coded data so as to detect whether or not the errors exist in the coded data and outputs detected information 20 such as error presence information, error presence location and range information, and type information for denoting a coded type at an error presence location. A replacement information generating section 200 generates replacement information 30 on the basis of a replacement code sequence for error correction and the detected information. The replacement code sequence includes a value of resetting the flag indicating the error presence (setting zero to the flag). A bit stream replacement section 300 applies error correction to the coded data on the basis of the replacement information to produce a bit stream 50 without errors wherein zero is set to the flag.
