This composite paper web 14 having a width of an industrially standard specification comprises the first web layer 15 comprising a plurality of first web parts 16 consisting of trim roll papers and having narrow widths, laminated on the second carrier web 20 having a prescribed standard width. The carrier web 20 itself can be formed by a plurality of trim roll web parts having narrow widths. The web parts 16 and 20 constituting each layer can be arranged by isolating each other at small distances, and the gaps between both webs 16 and 20 in both layers are arranged so as to mutually deviate the positions to provide integrity of the composite paper web 14.
