This contaminant decomposing device has a reaction vessel provided with a pair of electrodes and a power source for applying a potential to the electrodes, a means for supplying a solution containing a contaminant to be cleaned to the vessel, a means for aerating a solution formed by electrolyzing a mixture of the water having dissolved an electrolyte and the solution containing the contaminant in the vessel and a means for irradiating the vessel with light. Further, the contaminant decomposing method has a stage for supplying the water having dissolved an electrolyte to the vessel, a stage for supplying the solution containing the contaminant to be cleaned to the vessel, a stage for electrolyzing the mixture of the water having dissolved the electrolyte and the solution containing the contaminant, a stage for aerating the electrolyte solution in the vessel and a stage for irradiating the vessel with light.
