To provide a control device which improves safety of a flight vehicle.SOLUTION: A control device 10, which is a vehicle control device provided so as to be able to fly, comprises: an operation unit 3 which receives an operation of a user boarding on a flight vehicle; various sensors 5 for sensing internal information and external information of the flight vehicle; a communication unit 11 which sends and receives information between a server device 100 and a communication satellite 200 via a network N; and a determination unit 13b which determines whether flight is continued or switched to ground flight according to geographical information in a direction of travel when the vehicle flies.SELECTED DRAWING: Figure 4
