To provide a control device of a vehicle which can suppress power shortage when taking a measure for the lowering of a cognitive function of a driver.SOLUTION: A computer 1 mounted to a vehicle determines whether a cognitive function of a driver is normal by operating a determination machine 4 after starting the vehicle on the basis of a start request of the vehicle by the driver. The computer 1 enables a start of the vehicle on the basis of a determination that the cognitive function of the driver is normal, and disenables the start of the vehicle on the basis of a determination that the cognitive function is abnormal. When it is determined that the cognitive function of the driver is abnormal, the computer 1 notifies a predetermined contact address of an abnormality of the cognitive function of the driver by data communication by a communication machine 6 as a measure for the lowering of the cognitive function, and fixes a shift lever 3 to a parking position in order to notify the driver himself/herself of the abnormality of the cognitive function. At the execution of the measure for the lowering of the cognitive function, the vehicle is left in a started state, and power necessary for the execution can be thereby supplied from an alternator and a drive battery.SELECTED DRAWING: Figure 1
