To avoid a situation in which a vehicle and a control bar are brought into contact at a tollgate of a toll road, a gateway of a parking lot, or the like.SOLUTION: A control device 100 is connected to a radiation device A201 and a radiation device B202 that radiate light to control the radiation device A201 and the radiation device B202. A display determination unit 102 determines a movement notification display which is a display for notifying a user of a movement that a vehicle should perform, based on at least either of the position of the vehicle and the state of the vehicle. A radiation instruction unit 104 instructs the radiation device A201 and the radiation device B202 to generate the movement notification display by radiating light to a road surface of a track on which the vehicle travels.SELECTED DRAWING: Figure 2
