To provide a cutting sludge water collection pipe used to collect cutting sludge water produced on a pavement surface when cutting the pavement surface therefrom, and a method of installing the cutting sludge water collection pipe onto the pavement surface.

A cutting sludge water collection pipe 4 includes: an annular hollow body 4a installed on a pavement surface 1 so as to surround a part to-be-cut of the pavement surface 1; suction ports 4b1, 4b2 formed in a bottom edge of the annular hollow body 4a so as to communicate with the inside thereof; a resilient watertight seal body 4c circumferentially provided on the outside of the suction ports 4b1, 4b2 of the annular hollow body 4a so as to project below the lower ends of the suction ports 4b1, 4b2; and an exhaust port 4d formed in the annular hollow body 4a so as to communicate with the inside thereof. The annular hollow body 4a is partitioned into a first section 4a1 where the suction ports 4b1, 4b2 are formed and a second section 4a2 where the suction ports 4b1, 4b2 are not formed.
