A tag response transmission part 202 responds whether it receives the message or not, according to the tag or the like, in reference to a reception table 200. When transmitting the message or transferring the received message, a tag transmission part 206 acquires setting information corresponding to the tag or the like related to the message in reference to a transmission table 210, and determines whether transmission of the tag or the like is possible or not. When the transmission is possible, the tag transmission part 206 transmits the tag or the like, and receives a tag response. When a tag response reception part 207 receives the tag response to accept the reception of the message, a message transmission part 208 transmits the message.
