To correct an error on the reception of a data stream in a set-top box in distributing a software program by using data broadcasting.

A base station 10 converts a software program into a DSM-CC data carrousel system data stream, and divides the data stream into MPEG-2 system transport packets, and distributes a software program through a communication satellite 15 to a set-top box 22. In detecting the error of the reception of the data stream, the set-top box 22 requests the retransmission of the transport packet which is not normally received to the base station 10. The base station 10 retransmits the transport packet whose retransmission is requested through a public line 16 to the set-top box 22.
