PURPOSE: To simplify a fault detection of a standby route of a transmission line by detecting a transmission defect of a standby line on the condition of the code rule discrimination and the consecutive same signals.
CONSTITUTION: Defect of a reception signal discriminated to be normal by a code rule discrimination circuit is discriminated on the condition of consecutive same signals for processing time by monitoring the consecutive signal 1s or 0s. The monitoring is sequentially implemented by a reception modem of a standby line 4 and the result is informed to a CPU 11 via an input output interface 19. In this case, when the input output interface 19 detects a defect, a fault of the standby line is informed by an external alarm output 20, the standby line is investigated and restored and even when a fault of an active line is detected by the CPU 11, the changeover is locked by the software processing so that undesired changeover processing to the standby line is not implemented simultaneously. Thus, a reception control section exclusively used for the standby line is not required and the interfacing with a synchronization control section is not needed, then the synchronization control section is simplified.
