To provide a device and method for decomposition of organic halogen compounds with such equipment having a equipment constitution such that organic halogen compounds can be decomposed at normal temperature, the device which can realize the reduced device cost, the safe and inexpensive operation at normal temperature by miniaturizing the equipment constitution.
The device is equipped with an extracting means 100 where an ash or the like with addition of an extracting agent 105 is heated and pressurized to extract organic halogen compounds to produce an extracted liquid A, with a concentration tank 106 where the extracted liquid A supplied from the extracting means 100 is heated to recover the extracting agent 105 and to concentrate the extracted liquid and then an alkali alcohol solvent is added 107 to prepare a treated liquid, with a carrying means 22 to carry the treated liquid, and with an electron beam irradiating means 25 to irradiate the treated substance on the carrying means with electron beams 26.
