CONSTITUTION: When the tension of tapes 2 and 3 changes due to the rise of producing speed or the like, rollers 17 and 18 move toward rollers 21 and 22 against the force of springs 19 and 20. Thus, elements 23 and 24 firmly connected to the rollers 17 and 18 move in directions shown by arrows. In other words, a clearance a corresponding to the reference value of the tension is increased. As a result, the output voltage of infrared ray irradiation devices 15 and 16 is changed, and the changed output voltage is further supplied to control units 11 and 12. After the reference value is compared with an actual value, when the value is different from the reference value, a relevant control signal is supplied to a rotating speed controller for driving motors 7 and 8. After the comparison of rotating speed, the rotating speed of storage bobbins 4 and 5 is increased until the tension of the tapes 2 and 3 is lowered. Thus, the rollers 17 and 18 are separated from the rollers 21 and 22 to obtain again the clearance a corresponding to the reference value.
