PROBLEM TO BE SOLVED: To reduce a seek amount for each piece of digital information to be recorded.
SOLUTION: A PVR (Personal Video Recorder) reads and writes TS data 20 in block units while moving a head 43 to the disk recording part 42 of an HDD 4. In a recording mode, a data management part 12 searches the empty blocks of the disk recording part 42 so as to record the TS data 20 comprising a plurality of blocks. From all the available blocks thus searched, the data management part determines the empty block as a recording-starting position for recording the TS data 20, wherein the degree of the seek amount with the movement of the head 43 becomes minimum in the case that the TS data 20 comprising a plurality of the blocks are begun to record from the available block. A seek time required for accessing each of the TS data 20 comprising a plurality of the blocks can be reduced, since each of the TS data 20 comprising a plurality of the blocks is begun to record, for each recording, from the position at which the degree of the seek amount becomes minimum.
