PURPOSE: To obtain a digital video signal having high compressibility and high quality or a recording and reproducing system for a digital audio signal by varying a transmission rate of data and a signal processing in accordance with compressibility of reproducing information.
CONSTITUTION: When a transmission rate of data of the first frame reproduced in a disk 1 is (a), an arithmetic unit 32 sends a setting signal 31 of a linear speed to a CLV motor control circuit 4 as a setting value corresponding to the transmission rate (a) under control of a microcomputer 11. Further, the arithmetic unit 32 sends a frequency setting signal 12 corresponding to the transmission rate (a) to a clock generating circuit 91, and sends a clock signal 25, 26 corresponding to the circuit 91 to a digital signal processing circuit 10 and a control circuit 4. After data processed in the circuit 10 is stored in a RAM 14, outputted through an expanding circuit 15 and a D/A converter 21. A sub-code data 23 detected in the circuit 10 indicates compressibility (a). When compressibility of reproduced data of a next frame is (c), the arithmetic unit makes the signal 12 and the signal 31 correspond to the rate (c).
