To provide a system to exactly, efficiently and promptly transmit disaster information and risk management information to notice a fact that information is updated in time and a method for estimating a damage by the system.
This disaster information system is constituted of a plurality of user sites and a plurality of disaster information centers, they are linked with one another by an autonomous distributed network system via a communication medium, the disaster information is in two-way and promptly transmitted, exchanged between the user sites and the disaster information centers and required estimation of the damage is exactly performed by updating pieces of disaster related data by every site in time space, managing the data by backup by the respective user sites, connecting the respective disaster information centers with a group of sensors to detect various disasters, estimating a degree of the disaster from the detected information, detecting, transmitting various kinds of the disaster information in the normal time, estimating the degree of disaster by using the latest piece of updated data in emergency and providing estimation the user sites.
