To enable draining materials to rapidly and smoothly drain water to the outside of an embankment by holding a bandle of strands aligned with each other with a binding material so as not to disentangle and so as to make the external face water-permeable when embedding the bundle in the ground.

A bundle 14 is held by a binding member 16 so as not to disentangle and to make the external face water-permeable when embedding the bundle in the ground, to form a draining material 12. The draining materials are longitudinally and laterally arranged at every specified height to form a shape such as meshes of a net in turn, and an embankment is formed in sequence. The longitudinal draining materials 12B are put on the lateral draining materials 12A and at least tooth lateral ends are protruded from the slope face 12a of the embankment 22 to form drain outlets 13. Rainwater collected in the longitudinal draining materials 12B transfers to the lateral draining materials 12A through the intersections with the lateral draining materials 12A and is discharged to the outside of the embankment 22 through the drain outlets of the draining materials 12A, even if the longitudinal draining materials have not drain outlets. Accordingly, rainwater collected in the draining materials can be rapidly and smoothly drained to the outside of the embankment.
