Abstract:
PROBLEM TO BE SOLVED: To provide a dynamic image coding and decoding device improving picture and suppressing the disturbance in the image due to the intrusion of an error to coding data without deterioration the effect of refreshing.
SOLUTION: At the time of judging a still area provided with the small change of an image between frames for not less than a fixed frame time in the past based on an inputted dynamic image signal and an inputted dynamic image signal before one frame, a refresh judging circuit 117 sets a long refresh period. Then, when a global motion compensation mode is selected, a mode selection circuit 116 does not select the global motion compensation mode only for the macro block at the time of necessitating the restriction of the motion vector at the time of coding a next frame concerning the refreshed macro block.
