To provide a simple,inexpensive and ecological dwelling which reduces shaking of an earthquake and the like, which is not subject to tsunami damage, and which is resistant to a natural disaster.
An earthquake-resistant and tsunami-resistant dwelling of the present invention includes: a plurality of columns which are erected on a lot; a second floor section which is laid among the columns; a winch which is fixed to the second floor section and which winds/unwinds a rope; a dwelling which is locked to the rope and lifted/lowered by the drive of the winch via the rope; and a spring which connects the dwelling and the columns together during the ascent of the dwelling. On the occurrence of a tsunami, the winch winds the rope to lift the dwelling and make the tsunami pass through a lower space of the dwelling.
