The emergency state reporting device includes a reference time determination signal input means for inputting a reference time determination signal to determine a reference time when the measurement of time starts; an emergency state input means for inputting an emergency state; an emergency state input time determining means for determining if the time of input of the emergency state from the emergency state input means was after the reference time and during a given period of time after the reference time; and an emergency state reporting means for reporting a signal indicating the emergency state if the result of determination by the emergency state input time determining means indicates that the time of input of the emergency state was after the reference time and during the given period of time after the reference time.
