The external layer material of a roll for rolling has chemical components comprising, by mass, >3.0 to 4.0% C, ≤3.0% Si, 2.3 to 5.5% Ni, 1.0 to 2.0% Cr, 0.3 to 10.0% V and 0.01 to 2.0% Ti, and the balance Fe with impurity elements, and has a metallic structure comprising graphite and MC type carbides. The spheroidizing ratio of the MC type carbides is ≥0.5. Further, one or more kinds of metals selected from 0.3 to 2.0% Mn, 0.2 to 3.0% Mo, 0.1 to 3.0% W, 0.3 to 10.0% Nb, 0.1 to 10.0% Co, 0.002 to 0.2% B and 0.02 to 1.0% Cu are incorporated therein.
