To simply and easily manufacture a film wherein the duration of the hydrophilic property is long, and which imparts properties such as anti-cloudiness by forming a hydrophilic layer containing a water-absorbent organic polymer on the surface of a film base body, and affixing a film presenting properties selected from hydrophilic property, a stream droplet property, anti-cloudiness and anti-fouling property, on the surface of the base material.
On the surface of a resin for film such as polyethylene terephthalate, a primer to increase the adhesion with a film base material and a wetting property is applied in advance prior to a coating. In a hydrophilic layer containing a water-absorbent organic polymer such as polyvinyl alcohol, an inorganic binder containing a zirconium atom and a silicon atom to increase the alkali-resistance, water-resistance and durability, and increase a curing speed, are contained as major components, and a fluorine based interfacial active agent containing a hydrophilic group to keep the surface clean is contained. This coating composition is coated on the film surface. By this constitution, the process can be made simple and inexpensive, and a film wherein the duration of the hydrophilic property is long, and the durability and the anti-cloudiness of the coated film are excellent can be obtained.
