A heat generation temperature detection means 8 and an automatic fire extinguishing means 9 are included. The heat generation temperature detection means 8 is constituted so that a laser pulse beam is made incident on an optical fiber 10 so as to measure a temperature distribution by utilizing Raman scattering light generated from glass molecules of an optical path, and the part of an abnormal high temperature generated along the length direction of the optical fiber 10 is detected. The automatic fire extinguishing means 9 is constituted so that a fire extinguishing tube 12 enclosing a fire extinguishing material senses a temperature, and when it is heated to a fixed temperature or higher, a hole is opened at a heated part, the fire extinguishing material is discharged from the hole to the origin of fire and the fire is extinguished. An operation stop command for a facility machine is issued when the heat generation temperature detection means 8 detects the abnormal high temperature inside the facility machine, and the fire is extinguished by the fire extinguishing material discharged from the hole of the fire extinguishing tube 12 opened by the temperature generated by the flame of the fire.
