The fuel cell power generation system has a fuel cell body, a fuel processing system for supplying a fuel to the fuel cell body by modifying the fuel, two fail-closed type fuel blocking valves for blocking the fuel supplied to the fuel processing system, an air supply system for supplying oxygen to the fuel cell body, a control device for controlling the fail-closed type fuel blocking valve, and a volumetric fuel buffer arranged between two fail-closed type fuel blocking valves in order to temporarily accumulate the fuel supplied to the fuel processing system.
