A part presenting hydrophilic nature and exposed so that a optical catalytic oxide particle is made contact with ambient air according to the optical excitation of an optical catalyst permanently maintains hydrophilic nature by the existence of optical catalyst. Consequently, the structure in which both a part presenting hydrophilic nature and a part presenting repellency are micropersepectively dispersed on the front surface is maintained. When a contact anglle with water on the surface is made larger than 90° in a pure state i.e., at the time of manufacturing a surface layer, this state is matintained according to the optical, excitation of an optical catalyst and a waterdrop is hardly stuck. Consequently, the loss of visibility, by the fog of a spectacle lens, a diving goggle, etc., due to condensed water at the time of chilling or raining and by discrete sticking of waterdrop caused by rain, a water splash and stuck seawater, is prevented.
