To provide the framework examples of a propaganda expressing medium required for a user just for a required number through a communication means such as the internet by making clear the rule of graphic design for every expressing medium for propaganda and advertisement, to reduce the labor and time required for preparing the graphic design and to contribute to arousing of the imagination of a preparer.

A host computer is provided with a storage part storing a large number of design framework examples for each kind of advertisement medium expressing the design and a transmitting processing part for transmitting the design framework in this storage part through the communication means. Based on known graphic design examples, the design framework example is constituted by describing a drawing display part for displaying a large number of drawings such as photographs, graphics, graphs, ruled lines and designs, a character display part for displaying the characters of head, catch copy, lead or text and a blank part to become a white space on the plane of a prescribed area so as to recognize the number, positions and sizes of located examples. Based on an access signal from an external terminal, the design framework examples of the desired number belonging to the prescribed advertisement medium are transmitted.
